Association of Local Authorities in Lithuania

Association of Local Authorities in Lithuania (ALAL) is a non-profit non-Governmental organization, having the rights of a legal person, representing the common interests of its members - local authorities in all institutions of state authorities and government, as well as foreign and international organizations of local authorities.

- Mission: To implement the essential rights of independence and development of local self-government, by influencing decisions taken by national government and international institutions

- Vision: Organisation making essential influence on the development of local self-government

- Objectives: The Association seeks to implement in Lithuania the provisions of the European Charter of Local Self-Government, organize and coordinate activities of its members in the areas of investment attraction, development of municipalities economic base, improvement of legal base, business support, crime prevention; culture, education, science, health care, social care and protection, improvement of services to people, as well as relations with foreign municipalities and international organizations.

- Functions:

a) to organize and to promote co-operation between the local authorities of Lithuania, facilitate solving of common problems of municipalities, provide materials on methodological issues and advice to local authorities;

b) harmonize bills and drafts of the local self-government related legal acts;

c) provide organizational and legal assistance to local authorities;

d) represent the interests of its members at international level and foster municipal co-operation with foreign partners;

e) organize and co-ordinate professional training for municipal politicians and public servants;

f) provide information to its members;

g) establish funds, representative offices, public institutions, and companies.

The Foundation provides logistical and operational support to the National Network in Lithuania through the Network Strategic Development Scheme (NSDS). For more information, please refer to the document “NSDS Step 4” under Resources column on the right. This document highlights the main responsibilities and services to be provided by the Network Coordinator for the members until 31 August 2011.
