Any application received after the deadline, will be automatically rejected, even if the postmark indicates a date preceding the deadline or if the delay is due to the private courier service. Online application is admitted and might solve the problem of possible late arrival of courier applications.
The Anna Lindh Foundation's contribution is a percentage of the overall budget of an action and not per item. The cost of staff assigned to an action is an eligible cost.
Any action linked to the preparation of the project/programme proposal will be covered by the Grant as long as it has been incurred after the date of the launch of the call.
The applicant (project/programme Leader) must be a member of one of the ALF National Networks.
Therefore if your institution is not a member of the ALF network, you can decide to :
a) Be a partner of a proposal submitted by a member of an ALF network . Please note that partners do not have to apply or fill in separate proposals. They have to sign a partnership statement which will be submitted in a later stage after that the evaluation committee assesses the quality of the application submitted by the applicant leader.
b) Apply for membership in your country's ALF National Network; applications must be submitted to the concerned Head of National Network online via www.euromedalex.org.
Individual/persons applications are non-eligible.
In order to ensure a fair treatment of all applicants, the ALF must not give any opinion on the eligibility, or indeed quality, of a proposal. In addition, to give an advice on the basis of a short presentation which may not accurately reflect the whole situation is likely to lead to confusion or a wrong interpretation. Answers may only bear on a clarification of the guidelines for applicants or the evaluation process, not on a given proposal.
Individual scholarships for studies or training courses are not eligible.
Organizations from the EU Member states (Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and United Kingdom) or from Albania, Croatia, Bosnia-Herzegovina, Monaco, Montenegro, and organizations from Algeria, Egypt, Israel, Jordan, Lebanon, Mauritania, Morocco, Palestine, Syria, Tunisia and Turkey (members of the ALF National Networks) are entitled to apply.
The project/programme leader is the one who is responsible for the preparation, and operational and financial management of the project/programme.

The applicant (project/programme Leader) must be a member of one of the ALF National Networks in order to be eligible for a grant. Therefore if your institution is not a member of any ALF National Network, it would not be possible to apply as a project/programme leader; you could however be a partner in that project/programme. On the other hand, if the project/programme is awarded a grant, any partner non-member of an ALF Network at the moment of the application shall be requested to obtain the membership in order to be part of the project/programme funded by the ALF.
Yes. If the budget is not in Euros, your proposal will be disqualified.
The budget should be as detailed as possible. You are not allowed to put lump sums except for the administrative costs. Always breakdown the cost into its component parts unless you are subcontracting.
Items 3.1, 3.2, 3.3, 3.4 and 3.5 have a footnote indicating that they should be filled in only when subcontracting. A sub-contractor is a formally constituted organisation, which has contracted with the beneficiary to provide the latter with services or supplies. Procurement procedures for external aid must be applied to the contracting of subcontractors (see annex D2).
This annex tells you how many quotations you must receive per job depending on the cost involved.
If you are not subcontracting these items, do not fill in the costs in section 3. Instead, you must break down the cost into its component parts and distribute them elsewhere in the budget form.
Administrative costs consist of a contribution to general overhead costs, which are not otherwise included as specific project/programme costs: for example, main office rent and running costs, consumables, copying costs, etc. This is the only lump sum allowed in the project/programme budget. The applicant is not requested to specify in the budget what kind of expenses will be included under administrative costs, however all the expenditure must be justified by the corresponding supporting documents.
The technical staff is formed by all the personnel responsible for the core activities of the project/programme, and includes positions such as the project/programme director, project/programme co-ordinator, experts required for a specific activity, etc. The Administrative staff supports the technical staff in the implementation of the project/programme and includes positions such as secretary, bookkeeper, etc.
Please note that applicants must clearly specify each position under each of the categories mentioned above (see example below).

The evidence of co-financing may be requested by the ALF if the project/programme is awarded a grant. However, the applicant might declare that it will cover the contribution from other sources in case these contributions were not available at the start of the project/programme.
Yes this format must be used. As for units, here are two examples:
For salaries:
• the "unit" is the type of salary i.e. if it is monthly, you write “per month”
• the "number of units" is the number of salaries the persons receives i.e. for a full time position in a twelve month project, you write “12.”
• the "unit rate" is the salary that the person receives each month, you write for example “EURO 1,000”
Please note: If staff are not working full time on the Action, the percentage should be indicated in brackets after the function and be reflected in the "number of units" (not in the "unit rate"). Example: Project Director working 50% (part time) over a 12 months period on a project must be inserted in the column "# of units" as 6 and the "unit price" must correspond to the full time salary. The "unit" must be specified in attached information per day or month.
The daily subsistence allowance is paid as a flat-rate amount and is considered to cover accommodation, breakfast and two main meals, local travel, the cost of telecommunications, including fax and Internet, and all other sundries.
There is a standard rate per country which you may not exceed (please see Annex C).
NOTE: If you are paying someone on a daily rate, then you do not use section 1.3. You must put the item with the rest of the salaries in 1.1 or 1.2., and give the unit for their salary as “per day” not “per diem”.

"Methodology" refers to the structure and design of the project/programme and includes the justification behind the activities planned.
Therefore, under the “Methodology” section in the Application Form, the applicant is expected to establish a clear link between the activities proposed and the expected results; and should justify why these activities are the most efficient method for achieving the expected results.
The articles of association are the by-laws of the organization.
The target groups are the categories of people who will ultimately benefit from the project/programme activities. The beneficiaries are those who will participate directly in the project/programme. In some project/programmes these will be the same people, but not always.

In order to become a member of an ALF National Network, you have to address your application to the Head of the Network you would like to join via www.euromedalex.org. References of the Heads of Network are available on our website (www.euromedalex.org). As National Networks are independent and autonomous, the decision about admission to the Networks will be in the hands of the concerned Heads of Network.

Applications must be submitted on the application form and use the budget format annexed to these Guidelines. Applicants should stick to the format of the application and fill in the pages in the order of the numbered sections.

The application form should be completed carefully and as clearly as possible so that we can assess it properly. Be precise and provide enough detail to ensure that the application is clear, particularly as to how the aims of the action will be achieved, the expected results and the way in which they are relevant to the programme's objectives.
No advice or reply to any kind can be given to issues related to the content of the proposal. It would be against the principle of equal treatment that applies to this call. Answers may only be on a clarification of the Guidelines for applicants or the evaluation process.
Answers to questions must bear on points of clarification to the Guidelines for applicants. They cannot give an appreciation on the eligibility or quality of a proposal. It is forbidden to ask for help in filling in his application form or in revising a form.
2+2 means the involvement of minimum two partners from two different EU Member States or from Albania, Croatia, Bosnia-Herzegovina, Monaco, Montenegro and minimum two partners from two different Mediterranean partner countries.
1+1 means the involvement of minimum one partner from one of the EU Member States or from Albania, Croatia, Bosnia-Herzegovina, Monaco, Montenegro and minimum one partner from one of the Mediterranean partner countries.
The involvement of more partners does not affect the formula, but it can represent an added value.

Applicants (Leaders) will be informed in writing of the ALF's decision concerning their application. A list of the awarded projects/programmes will be posted on ALF website.
Yes you can apply for both, and all applications submitted before the identified deadline/s will be assessed.
Yes, the duration of the effective implementation of the activities should not go beyond 10 months, and a maximum of two other months should be considered for final reporting and ALF evaluation of the reporting.
This is not possible. Proposals must be coherent a consistent set of activities with a beginning and an end.
