The Open Estonia Foundation (OEF) is a non-governmental not-for-profit foundation that was established in April 1990 with the support of the Hungarian-born American philanthropist George Soros. The mission of the foundation is the development of an open society in Estonia. The programs are driven by a vision of democracy, civil society, social responsibility, and equal opportunities in the democratic decision making process.

GRANTS
Up to date, the grants provided and the projects initiated by OEF exceed 490 million Estonian kroons. The activities have ranged from kindergartens and school reforms to contemporary art, help for the aged and legal reforms. Today, the focus is on building a stronger Europe, strengthening the civil society, and sharing experiences of transition as well as reinforcing principles of participatory democracy and equality.
The Open Estonia Foundation initiates programs and projects itself as well as in co-operation with other organizations. OEF also conducts open grant competitions.
