The Dutch funding policy has undergone several changes. Since the start of the 2006-2010 Theme-based Co financing (TMF) round, international non-governmental organisations (INGOs) are no longer eligible for TMF grants. A new grants programme focussing on strategic alliances with International NGOs (SALIN) was created. SALIN, a closed shop grants scheme, offers a framework for cooperation with a limited number of INGOs on several theme-based policy priorities. The budget has been allocated to twenty organisations selected prior to the start of SALIN in 2006. SALIN 2006-2010 is now closed."
