Youth Resource Centre (ORC) Tuzla

Le centre de ressources de la jeunesse (ORC) Tuzla est une O.N.G. enregistrée depuis 2004. Ils fournissent les capacités et l'appui à la jeunesse, à la minorité et à d'autres organismes classés dans: la collecte de fonds, la formation de leur personnel, fournissant les informations importantes, conseillant etc. Ils sont fondateur et coordinateur du réseau de la jeunesse de la Bosnie-Herzégovine (depuis 1997) qui réunit actuellement environ 100 membres. Ils ont établi le partenariat avec beaucoup d'organismes internationaux et plusieurs réseaux.

Leur objectif principal est de fournir l'assistance dans le travail des organisations de jeunesse et des individus, particulièrement à ceux qui agissent dans plus petit et le "closed" secteurs locaux en la Bosnie-et-Herzégovine. Leurs projets principaux incluent:

- Réunions avec des représentants d'organisations de jeunesse, des représentants gouvernementaux dans le canton de Tuzla et la Bosnie-et-Herzégovine en général

- Des informations sur des activités du secteur de la jeunesse sont rassemblées quotidiennement et distribuées de/aux organisations de jeunesse

- Des membres du réseau de la jeunesse de la Bosnie-et-Herzégovine.

- Edition d'informations mensuelles sur des activités de membre du réseau de la jeunesse, ainsi que toute autre information utile sous la forme de bulletin mensuel. Ce bulletin est également édité en anglais et distribué sur plus de 2000 adresses au total.

- Soutien pour minorité et d'autres organisations non gouvernementales dans leur travail.

- Travail sur le projet régional et coopération frontalière avec nos associés

La Fondation fournit un soutien logistique et opérationnel au Réseau National en Bosnie-et-Herzégovineà travers le Programme de Développement Stratégique des Réseaux (PDSR). 12. Do you have any suggestions for the development of ALF Network BiH in the following (short-term and long-term) period?

- Continue with promotion of ALF Network and intensification of participation of members from BiH in activities organized by the international ALF Network and ALF networks in other countries.

- No, since we are a new member and we are not informed about current situation.

- Joint application to the projects which are financed by various donors like the EU, the EC, UN agencies etc. It is especially needed to apply for the projects of the EC in the section which is related to the strengthening of network and development of human rights. Also you should speed up the procedure about possible changes, if the Agreement is not adopted.

- Regional consultations.

- We do not have any suggestions currently, since, unfortunately, because of justifiable reasons we were not involved in the work of the Network. We hope that in the following year we will have a great cooperation and that we will be more active in the work of the Netwrok.

- LDA Mostar unfortunately was not much active in the work of Network, because of the great number of other activities and lack of time and human resources, and we are not sure if we are competent to give our suggestions about the development of ALF BiH. In any case, if there is a possibility of ALF BiH to regularly suggest to ALF what are the real needs of civil society in BiH so as that ALF can regularly update their programs of financing projects in BiH.

- ALF Network BiH should engage more strongly in and try to contribute to the development of the civil society in Bosnia and Herzegovina in accordance with the Networks’ principles.

13. In which areas should the ALF Network BiH Coordinator improve its activities in the following period?

- Promotion in public

- More field visits to the organizations – members of ALF for the review of their real capacities, for collecting the suggestions, ideas, propositions, expectations and similar, and all of this with the aim of improving efficiency of ALF Network BiH, as well as international ALF Network.

- Besides regular HoN meetings, the ALF Network BiH Coordinator should have the possibility to visit some of the ALF offices in other countries. Aim of these visits would be to have an insight in the work of other offices and similar, which would contribute to creation of new ides, joint projects, exchange, etc.

- More frequent communication; organization of activities for connection of members; to send information about public calls.

- Field visits.

- Coordinators are completely executing their tasks and in accordance with the growth of organization they are adjusting with the changes.

- Visibility; involvement in the activities coordinated by the main office in Alexandria (ALF Fourm and similar)
- Just keep up with the good work.

- In Republic of Srpska.

- Joint activities of members in joint projects would most certainly strengthen the network.

- We do not have additional propositions or comments.

Report about the realization of activities within joint activities ALF Network B&H:

 

1.    Eko Leonardo Priboj,

-          Activities within the “Promotion of 10 open B&H cities” have been postponed for an indefinite period because of the lack of funds for the organization of the debate in Lopare. They will try to organize the debate by the end of July.

 

2.    Pod istim Suncem Jablanica,

-          A round table was held in Jablanica which was attended by 19 young people but there was the lack of people from national minorities and the occasion was used to inform the participants about the work of ALF Network B&H; the participants are familiar with the status of the national minorities (Roma population does not want to participate in the Roma association which was founded by the Municipality).

 

3.    PRONI Brčko

-          Round table/debate was held in Brčko where the status of national minorities in Brčko was presented and the lack of cultural events and other problems (education, employment, etc.)

 

4.    Sanus Prijedor

-          The activity was held but the representatives of the municipal government did not come, same as the representatives of minorities, except for the Slovenians, so the debate was mostly led about the issues of Slovenians in Prijedor

-          There was a discussion about the issues of Roma population which was encountered by a great deal of misunderstanding and discrimination for the problems of Roma population by the municipal government

-          There is a big problem because of the very refusal of Roma population to involve themselves in the existing and/or new programs

 

It was concluded that the partners – members which had not organized round tables be asked to try and organize them by the end of July, so that the booklet with the reports could be printed.

 

Miralem Tursinović gave the review about the held activities within the 10 open cities: Unfortunately, there is no systematic support in B&H by the government which could help and support open and multicultural cities and minority groups, all comes down to the support of humanitarian character.  Question can be asked: what we, the organizations of civil society, can do to break the stereotypes and fight the discrimination?

 

Sanus: The problem is in political parties which are constantly saying the same things, calling on the history and do not give the initiative for the establishment of multicultural life and they do not give the chance to young people

 

Mirjana: There are other national minorities besides Roma population but most of the programs are directed towards this national minority

 

Miralem and Sabina: discussion about the belonging and identity: religion, nation, citizenship, etc. Sabina has mentioned a project which is realized in some of the Arabic countries and she thinks that the campaign for promotion of citizenship should be started. Miralem thinks that it would be hard to start this kind of campaign because the things in Bosnia are set as they are in the very constitution, electoral law and other acts which are based on national identity so that the activities of the campaign should be directed towards the changing of the Constitution of B&H and that makes the campaign very hard and expensive for implementation.

 

Report about other activities of the Members of ALF Network B&H

 

Draft Teatar

-          They have worked on the implementation of the project which they have received on the call of ALF from 2010

-          In cooperation with PRONI Centre and ORC Tuzla in Brčko were implemented the debate and theatre show

-          In Montenegro were held the debate and the show

-          Activity was held in Slovenia and tomorrow they go for Bulgaria and Turkey

-          After all of these activities the finalization of the documentary about the 20 years of work of Draft Teatar and the ALF project is being planned

-          Cooperation was established with other organizations and they have a lot of calls for other festivals and visits in the countries in the region, promotion of two books and realization of the theatre play with the director from Slovenia.

 

5.    Magic Factory Tuzla

-          The project applied towards the ALF was lost during the application process.

-          Seminar in the organization of European Commission and the Ministry of Civil Affairs B&H, they will supply the CD and links for project applications

-          The Declaration of Stolac, foundation of thematic foundations on various levels in B&H, they will supply the contacts

-          A deal was made with Sarajevo Film Festival to make the Tuzla Film Festival, which is a great opportunity for the promotion of ALF Network B&H

REPORT OF COORDINATOR ABOUT THE WORK OF THE HEAD OF NETWORK AND ALF NETWORK B&H

For the period: January – June 2011

 

  1. Members

 

1.a. Revision of Members

Based on the decision about the revision of the Members of ALF B&H, made on the meeting of Executive Board in Brcko on 16th of December 2010, we started the revision of the Members of ALF B&H. We have sent to the passive Members on several occasions (on 5th, 18th and 25th of January 2011) a mail with the question about their further engagement in ALF B&H, and we have called some of them via telephone. After the revision, based on the replies and (no) response from the Members, we have deleted from the list of ALF B&H:

Omladinski Centar Jajce (they did not reply to the mails and telephone calls);

UG DON Prijedor (they did not reply to the mails and telephone calls);

CORRIDOR Sarajevo (they did not reply to the mails and telephone calls);

Jazz fest Sarajevo (they did not reply to the mails and telephone calls);

TIM System Sarajevo – they said that they are not interested for participation;

Udruženje logoraša BiH (they did not reply to the mails and telephone calls);

Udruženje mladi Tuzle (they did not reply to the mails and telephone calls);

 

Some of the members have expressed the desire to stay in the Network, but passively:

NVO Prijatelji Banja Luka (they will work on re-organization, they have no capacities currently);

Žene za Žene international Sarajevo;

HO Prijateljice Tuzla

 

1.b. New members

Since January, 4 new Members have joined the Network. Based on the decision from the last meeting of EC, with the application they should provide the recommendation of one of the existing members. Those are:

UG “Šesto čulo“ Doboj (4th of January – recommended by IMIC Sarajevo);

UG Nešto Više Mostar (4th of January – recommended by SANUS Prijedor);

NARKONE Sarajevo (25th of April – recommended by Promente Sarajevo);

Građanski Edukativni Centar Tuzla (24th of January – recommended by ORC)

 

1.c. Passive Members

In the continuation of activities of ALF B&H a certain number of members is passive (they do not participate in the activities of the Network, they do not reply to the mails and calls and similar). Those are:

Vijeće mladih općine Konjic;

Academic society of international affairs Sarajevo;

SarajevoFilm festival;

Žene ženama Sarajevo;

Sarajevski Otvoreni Centar;

Crveni krst BiH Sarajevo;

Asocijacija studenata Srebrenica;

Naš teatar Tuzla;

The Network currently has 47 Members.

 

  1. Commitments of the Head of Network undertaken on the last meeting

 

-       Revision of the Members - done;

-       Translation of the project of joint activities and sending it to the Members - done;

-       Continuation of work on the joint activities. We have contacted several times all of the partners in joint activities with the aim of preparation and organization of the activities in the cities. Because we lacked the funds, just a few of the partners were able to implement the activitiesi.

-       We have downloaded and translated on BCS the information about Anna Lindh. The obligation of the partners in the activities was to edit this biography (Jelena Maksimović will help with the design of the biography. Boško Nikolić will help with writing the article about Anna Lindh;)

 

  1. Other activities of the Head of Network:

 

-       Constant informing of the Members about the news, activities and calls within ALF

-       Constant sending of information to the Members about: donors, seminars, trainings and similar outside of ALF

-       Participation in the project Theatre Caravan without Borders of the FRAFT teatar from Tuzla as a partner – the project which gained the support of ALF. Within this we have, together with PRONI from Brčko, organized a round table in Brčko on 1st of April titled: Actual problems about the status and situation of minority groups in Brčko DC B&H – The need for the preservation of the cultural heritage, as well as the use of cultural diversity.Within this project we offer the support in implementation to the DRAFT Teatar from Tuzla.

-       Development of cooperation with the Palestinian Association for development and Heritage Protection within the development of youth and cultural projects;

-       Coordination of the departure of participants from to the Anna Lindh Exchange in Tunis, from 23rd to 26th of June 2011. even though we have sent the information to our Members on several occasions, only one person applied: Saša Gavrić from Sarajevski Otvoreni Centar;

-       Cooperation with ALF of Slovenia and Montenegro in the development of joint activities;

-       Work on the preparation of the ALF Forum in B&H (most probably in the November this year). Themes:

A: Creativity of changes: Cultural and artistic expression

B: Spreading of ideas: Media as a tool for social expression

30 international participants, 30 participants from B&H, duration: 2 days (three nights)

 

  1. Problems

 

First problem in the implementation occurred in the previous period when there were riots in Egypt, which caused the Secretariat to be blocked for the whole month. This caused the shift of activities on the international level, passivity of the Networks of ALF, but also the problems with financing.

 

The second problem is the passivity of the Members of ALF B&H. since the foundation of the Network up to now a great number of organizations entered the ALF B&H. Many of them understood the membership in ALF as the possibility to raise funds for work, not as an obligation of active participation in work. Because of this there is a great number of the Members of ALF B&H which are not active in the activities of ALF B&H.

 

The third problem is lack of seriousness in undertaking the responsibilities of the Members of ALF B&H. This can be seen in them not executing the obligations from the meetings of ALF B&H, as well as not executing the obligations of partners in joint project of ALF B&H.

The meeting started at 15 o'clock in hotel „Miris Dunja“, Tuzla.

Present were:

EMINA BABOVIĆ - GOJAČIĆ – Citizens Forum Tuzla (FGT) (empowered by VEHID ŠEHIĆ – member of the EB);

SABINA POSTROCKI - ŠEHOVIĆ – International multi-religious and intercultural centre Sarajevo (empowered by ARIJANA AGANOVIĆ – member of the EB);

JASMIN JAŠAREVIĆPRONI Brčko;

EMIL BALAVAC - YC „Pod istim suncem“ Jablanica (empowered by HARIS HALILHODŽIĆ, member of the EB)

Other members of the Board, ČEDOMIR GLAVAŠYO „ODISEJ“ Bratunac and JELENA MAKSIMOVIĆSANUS Prijedor were justifiably absent.

With the presence of four members of the Board, it was acknowledge that there is a forum and that the meeting can be held, and that the absent members will be notified about all items of agenda and those were:

-       Deliberation of the Report of the Head of Network of ALF BiH;

-       Realization of conclusions from the previous meeting of the EB;

-       Mandatory questions within the ALF Network BiH;

-       Various.

It was decided that Jasmin Jašarević from PRONI will conduct the meeting since the president of the EB Jelena Maksimović was absent.

  1. Coordinator of ALF B&H Miralem Tursinovic has presented to the members of Board extensive report about the work and activities of the Head of Network since the previous meeting of the Board.  Head of Network asked for the opinion of the Board on the revision of the members and the passivity of the members in the Network. The Board has made a decision for the members that did not reply to the calls for the revision in the previous period to be removed from the ALF B&H list, with the note that those members can come back to the network, but only with the recommendation from one of the existing members. For the solution of the passivity of members within the network the Board has decided to create an internal fund of the ALF B&H, in which would be included the annual membership fee in the amount of 12 KM, and the fund would be expanded with the donations which would be sought out by the Board; and of course the funds would be requested from the ALF Secretariat in Egypt, which would be done by the Head of Network ALF B&H. Activities of the members could be financed by this fund, and the membership fee would motivate the members for higher involvement in the work of the Network. The report of the Head of Network ALF B&H was unanimously adopted.
  1. Realization of conclusions from the previous meeting of the EB. It was decided for Jasmin Jašarević to submit the proposition of the Rules of Procedure of the Board and all of the conclusions from the previous meeting of the Board were adopted.
  1. Mandatory questions within the ALF Network BiH.

-       Since the two year mandate of the Head of Network, and by the item III.1. of the Internal rules of ALF B&H, expires in the September of this year, EB has made a decision to prolong the mandate of the Head of Network (ORC Tuzla) for another two years.

-       The two year mandate of the Executive Board, by the item III.2. of the Internal rules of ALF B&H, expires in the September of this year. The Board has made a decision for the head of Network to contact the current members of the Board with the question do they want to stay in the EB. After the collection of information, the Head of Network will send their propositions for the new/old members of the EB via e-mail to the members of ALF B&H on voting. The Board has suggested, because of the forum and the principle of making decisions in the Board, to expand the current six members with a seventh one. Emina BabovićGojačić suggested Dženana Dedić or Maja Vejzović Voloder from the Agency of Local Democracy Mostar for the seventh member of the board of Directors.

REPORT From the third meeting of the Members of ALF Network B&H - Tuzla, Hotel “Miris Dunja 88“, 30th of June – 2nd. of July 2011

In Tuzla was, from 30th of June to 2nd.  of July, held the third meeting of the Members of Anna Lindh Foundation Network B&H. the meeting was attended by 18 organizations – Members of the Network. The reasons for the weak turnout of the Members of ALF B&H were the obligations of the participants, and vacations.

Facilitators / trainers on this meeting were: Jasmin Jašarević (PRONI Brčko), and Miralem Tursinović (hCa / ORC Tuzla)

On the first day of the meeting was held a meeting of the Executive Board (report in the attachment).

Meeting of the Members of ALF Network B&H and members of the Network which are

partners in joint activities

§  Information about the realization of the activities of workgroups and the plan of workgroups up to the end of the year (work in small groups) and the presentation:

The meeting was led by Jasmin Jašarević from PRONI Brčko, who at the very beginning gave the instructions and explained the agenda. After that Miralem Tursinović, the coordinator of ALF Network B&H, informed the present about the plan, program and methodology of the meeting.

 

Present participants then introduced themselves to others because for some of them this is the first time to participate in the meeting of ALF B&H.

 

At the beginning of the meeting the coordinator of ALF B&H presented the report about the work of the Head of Network of ALF B&H and the ALF Network B&H for the period December 2010 – June 2011 (in the attachment)

 

Conclusions from the last meeting

Related to the conclusions from the last meeting of the Members of ALF B&H (Brčko, December 2010) out of which a certain part was not executed, and because the organizations which will implement them and the deadlines were not chosen, we concluded the following:

 

-          It is needed to choose persons and organizations which will be in charge of concrete activities which are arranged on the meetings of ALF B&H and all in accordance with the capacities which the organizations have. The following organizations will take the responsibility over the work of workgroups as follows:

All the activities should be done at least fifteen days before the next meeting of the Members of ALF B&H (most probable term is in the October). Within this there was a discussion:

 

Boris Balta Magic Factory Tuzla: The purpose of ALF B&H is not clear, most of the Members only expect calls for project proposals and do not see the wider picture and the purpose of existence and their involvement in ALF B&H.

Miralem Tursinović ORC Tuzla: There is a problem of identity of the Network. Most of the members in fact see the ALF B&H as a foundation for raising funds, and they do not see the other possibilities of the membership (travels, contacts, international presence and promotion etc.) there is a problem of passive members which make ALF Network B&H a list of organizations. The work needs to be done on making the Members more serious and for the Members of the Network to extract their resources with the aim of the realization of the goals and mission of ALF Network B&H

Boris Balta Magic Factory Tuzla: The proposition to determine the specific goal for organizations within the ALF Network B&H which would lead to networking and connecting of the Members within B&H and EUMED

Sabina Pstrocki-Šehović IMIC Sarajevo: To try to raise funds for the work of ALF Network B&H with the aim of employing staff so as to strengthen ALF Network B&H. This was left as an idea but no one took the assignment.

 

Propositions for further activities of ALF Network B&H

Mirjana Stamenković ORC Tuzla: During the applications for ALF call for project proposals, the organizations met with great problems during the application process. The proposition is to organize the workshop for writing of projects to the ALF calls as well as the very reporting which would be organized by the Head of Network of ALF B&H.

 

Workgroups reports:

1.    PR

-          Facebook fan page has already been created (GEC) and in future it will be used for the promotion of Network and the activities of ALF Network B&H

-          Links will be added for all of the organizations Members of the ALF Network B&H (those who have internet presentations, Facebook pages or groups) – GEC

-          The members of ALF Network B&H will be informed about the possibility of FB presentation (GEC and ORC Tuzla)

-          To add an article on Wikipedia on our languages that is the biography of Anna Lindh (which has already been done) and to link it with the FB page of the ALF Network B&H (GEC)

Deadline for the implementation of these activities: 15th of July 2011 

-          Regular reports to the media (ORC Tuzla is already doing this, that is Mirjana Stamenković-Tursinović)

-          To make a demand for the production of the PR promotional material for ALF Network B&H (ORC Tuzla will send the appeal to the ALF Secretariat in Alexandria), Sanus Prijedor will help with the design if the funds are approved

Deadline for the implementation of these activities: 31st of July 2011 

-          Archive and the media reports are already being collected (ORC Tuzla) – continuously

-          Database of media exists (ORC Tuzla)

 

2.    Networking with other networks and institutions in B&H and wider

-          Exchange of information with other networks; information is being exchanged with:

o   Youth Network B&H

o   Peace-building Network

o   Regional Initiative against Discrimination

o   HCA international network

o   International Roma network

o   Other ALF networks (42 networks)

o   3400 email addresses of individuals and organizations (2000 on BSC languages and 1400 on English language)

-          Appeal for the support was sent to the Ministry of Foreign Affairs B&H – verbal support for the activities of the network was recieved (ORC Tuzla)

-          To send the project to the Ministry of Civil Affairs when the next Public Call is announced (PRONI Brčko)

-          TO send an appeal for sponsorship to the socially aware companies in B&H (PRONI Brčko)

Deadline for the implementation of these activities: 31st of July 2011

-          To send an appeal for the support of ALF Network B&H to the embassies in B&H and embassies of B&H abroad (PRONI Brčko)

Deadline for the implementation of these activities: 30th of August 2011

 

3.    Monitoring and the evaluation of the work of ALF Network B&H

-          The form will be made for the evaluation of the network (IMIC)

Deadline for the implementation of these activities: 15th of September 2011

4.    Rule Books

-          To harmonize, update and make the codices of the Network (OKPIS Jablanica)

Deadline for the implementation of these activities: 15th of September 2011

-          To make a document „Agreement of ALF Network B&H about the work of the Network“ which will have for the annexes the Internal Rule Book and all of the codices of the Network (OKPIS Jablanica)

Deadline for the implementation of these activities: 15th of September 2011

-          „Agreement of ALF Network B&H about the work of the Network“ “ will be offered to the Members of the ALF Network B&H for the consulations via e-mail (ORC Tuzla)

Deadline for the implementation of these activities: 15th of September 2011

o   The Members will have 20 days for objections and suggestions

o   The Executive Board adopts or rejects the objections and suggestions up to 10th of October 2011 or the next meeting of the EB

o   „Agreement of ALF Network B&H about the work of the Network“ will be offered to all of the Members for signing on the next annual meeting of the ALF Network B&H

o   „Agreement of ALF Network B&H about the work of the Network“  is mandatory for all of the Members which sign it
