The Foundation’s programme is coordinated from its headquarters in Alexandria, Egypt under the leadership of the Executive Director and in collaboration with the Heads of National Networks. 

The Director reports to the Board of Governors which is comprised of high officials of the foreign offices of the governments of the Euro-Mediterranean Partnership.  The President of the Foundation is responsible for external affairs as well as presiding over the Advisory Committee which advises the Board, Director and Networks on the strategic policy orientations of the Foundation.
